Montenegro packs an extraordinary variety into a small stretch of the Adriatic: medieval towns on the Bay of Kotor, lively beach resorts around Budva, the superyacht marina of Porto Montenegro in Tivat and quiet mountain retreats near Kolasin and Zabljak. Foreigners can freely own property here, the currency is the euro, transaction taxes are among the lowest in Europe, and a purchase normally completes within a month — which is why buyers from all over the world choose Montenegro both as a home and as an investment.
CMM Investment Consulting Group has been working on the Montenegrin market for over a decade. Our catalogue covers the whole country and every budget: apartments and new-build apartments bought off-plan on flexible instalments, houses and seafront villas, commercial premises, hotels and plots of land for your own project.
The coast remains the most sought-after choice: Budva and its riviera for rental income and resort life, Kotor and Herceg Novi for UNESCO-listed scenery and old-town charm, Tivat for marina living, and Bar and Ulcinj for the best value by the sea. Inland, Podgorica and the mountain towns offer year-round living and ski tourism potential.
Every listing in our catalogue is verified by our own team, and our lawyers check the title and permits before you commit. Use the filter above to narrow the search by location, type, price and area — or simply call us at +382 67 999 939 and our agents will shortlist properties for your goals, arrange viewings and guide you through the whole purchase, from reservation to registration of ownership.
Yes. Foreign citizens can freely buy apartments, houses and commercial property in Montenegro and register full ownership in their own name. The main exception is agricultural land and forests, which individuals from abroad cannot own directly — such plots are usually purchased through a locally registered company.
A straightforward transaction usually completes within two to four weeks: reservation, notarised sale contract, payment and registration of the new owner in the real estate cadastre. CMM Group prepares the documents and accompanies you at every step.
For resale property the buyer pays a real estate transfer tax on a progressive scale starting at 3% of the price. New builds bought from a developer are subject to VAT, which is already included in the price, and no transfer tax applies. Add notary and registration fees — typically a few hundred euros.
Yes. Ownership of residential property in Montenegro entitles you to apply for a renewable temporary residence permit (boravak) for you and your family. We assist our clients with the application.
